We're proposing to introduce cycling infrastructure to Breezes Road, from Pages Road to Avondale Golf Club. This will make it safer for cyclists travelling in the area, particularly for students accessing Haeata Community Campus and Chisnallwood Intermediate School. We're hoping that this will encourage more families to bike to school or wherever else they need to go.
Changing one or two trips a week to walking, cycling or scootering has both health and environmental benefits.

Where the upgraded cycle infrastructure stops, at Avondale Golf Club pedestrian crossing, cyclists would connect with the existing cycle facilities.

We have two options for cycle infrastructure on Breezes Road. Read about what's included with these options and tell us what you think:

Option 1: separated cycle lanes on both sides of Breezes Road

This is Council staff's preferred option.
  • This is the safer, more intuitive option for cyclists and scooterers travelling in either direction.
  • Removing cyclists and scooterers from the footpath is safer for pedestrians and people with disabilities.
  • This option was requested by local tamariki during our design jam workshops with students from Haeata Community Campus, Chisnallwood Intermediate School and St James School.
  • Flexi-posts will separate these from the live traffic lane
  • 99 carparks will be removed to accommodate this, with eight retained (93% parking loss)
    • The eight that are retained will all be at the Pages Road end of Breezes Road, near Christchurch Community Corrections (Rāwhiti)
  • No driveways will be blocked
  • Green paint is indicative only, and will not extend along the full stretch of cycle lane

Option 2: shared path on north side, separated cycle lane on south side

  • This option is less safe than option 1, which is why option 1 is preferred by Council staff.
    • With a shared path, there is increased risk (3x) to users of the shared path when vehicles exit properties on the north side of Breezes Road. This is because motorists are not expecting to look out for users travelling in the opposite direction to traffic.
    • Having higher speed cyclists and scooterers in the same area as pedestrians is less safe - particularly for the elderly and people with disabilities.
  • 49 on-street carparks will be removed to accommodate this, with 58 retained (46% parking loss)
    • Eight carparks will be retained on the south side on the Pages Road end of Breezes Road, near Christchurch Community Corrections (Rāwhiti)
    • All carparks on the north side of Breezes Road (50) will be retained.
  • It is unlikely that Waka Kotahi will fund this option due to the safety concerns above, therefore it would be more expensive to ratepayers to install.
