We received a total of 16 submissions about Oram Ave bus layover, from 14 individuals and the following organisations:

  • Spokes Canterbury
  • Canterbury/West Coast Automobile Association District Council

What you told us

Of the submissions:

  • 3 supported the plan (1 local resident)
  • 5 somewhat supported the plan (3 local residents)
  • 4 did not support the plan (2 local residents)
  • 4 did not state a preference

Submitters raised the following concerns:

  • Environmental and health impacts (8), including noise, pollution, vibrations, impact on sleep, and further mental and physical health concerns
  • Traffic and operational concerns (7), including bus acceleration, duration of idling, buses parking over driveways, buses increasing in numbers in recent years, delegation concerns with painted lines, and compliance with NZTA guidance on bus layovers
  • The location (5)
  • Antisocial behaviour (4), from bus drivers and passengers, including littering

Submitters made the following requests:

  • Better access for bus drivers to toilets, food and drink (7)
  • Investigate another location for a layover (5)
  • Investigate electric buses for these routes (2)
  • Yellow hatching line instead of a solid line for the layover (2)

Changes we've made following public feedback

We've taken your feedback into consideration and have been working with Environment Canterbury to look at alternative locations for buses to park and wait. After assessing multiple options, Council staff and Environment Canterbury have confirmed that the interchange and layover location in New Brighton needs to be reconsidered. This means Environment Canterbury needs to look further at where Route 5 should terminate and where buses can sustainably park and wait.

In the meantime, we're recommending that the Community Board formalise the current arrangement until Environment Canterbury completes their investigation of Route 5.
