Description of proposed activity:

Calder Stewart Development Ltd has requested a Private Plan Change (PPC19) to rezone approximately 23 hectares of Rural Urban Fringe Zone (RuUF) to Industrial Heavy Zone (IH). The request includes the rezoning of 34 residential properties sized 800m2 each, and five larger lifestyle blocks ranging from 2ha to 4ha in size.

The site is located at the intersection of Marshs Road and Main South Road (SH1) in Hornby.

PPC19 proposes to extend the South West Hornby Industrial Area Outline Development Plan (ODP) (Appendix 16.8.8) and to service the area via a new minor arterial road. The proposed road would provide access to the area from the SH1/Pound Road intersection.

The request also proposes changes to the provisions Chapter 16.5.4 Industrial Heavy Zone (South West Hornby) Area Specific Rules. The key proposed change is the addition of 16.5.4.2.3 (a)(iii)(A) and (B) which would require a 20m building setback of industrial heavy activities from residential properties to apply until 1 January 2036. After 1 January 2036 no setback would apply.
