Agenda live - Council workshop

We received feedback from 1,429 organisations and individuals about the draft Plan Change 21 Central City Noise.


What you told us

When asked, overall, most submitters (1,233, 87%) supported the draft Plan Change.

Submitters who live within the central city were less likely to support the plan than those living in other suburbs (66% support vs. 88%-95% in other suburbs).

Submitters supported the plan for reasons such as:

  • Its support of nighttime businesses and/or the economy (including live music venues)
  • Its support of vibrancy within the central city
  • Its support of Ōtautahi Christchurch's arts and culture scene

Submitters were critical of the plan for reasons such as:

  • That the noise limits were too low/should be increased further
  • The effect on the quality of life/comfort of central city residents
  • Residents being there first/should be prioritised

Most submitters (1,204, 86% of those who answered this question) thought that the category locations proposed were right.

Most submitters (1,123, 81% of those who answered this question) thought that the noise limits and insulation requirements were right.

Council will be briefed on what the community told us though early engagement.

On Wednesday 10 September, Council will consider a report on the plan change programme in the context of the government's Plan Stop announcement. At this meeting, they will decide which plan changes they want to seek an exemption from the Minister for, so that work on those changes can continue.

We'll update the community when we have direction from Council on this and understand next steps. If Council decides to seek an exemption from the Minister and is successful, the Plan Change will be notified for submissions and, at this point, all submitters will have the opportunity to speak to their feedback.
