Description of proposed activity:
The applicant has applied for the following resource consent from the Christchurch City Council for the Akaroa Treated Wastewater Irrigation Scheme:
RMA/2023/1347: To use land to construct and operate systems (commencing with pipes from the Terminal Pump Station) and structures for conveying, treating, and storing wastewater, to undertake earthworks within sites of Ngāi Tahu cultural significance (wāhi tapu and silent file areas) and to undertake earthworks required to construct the Akaroa Treated Wastewater Irrigation Scheme and associated structures.
The applicant has applied for the following resource consents from the Canterbury Regional Council for the Akaroa Treated Wastewater Irrigation Scheme:
- CRC235038: A land use consent to use land for community wastewater treatment and storage;
- CRC235039: A land use consent to use land for earthworks and vegetation clearance within a high soil erosion risk area and over an unconfined/semi-confined aquifer;
- CRC235040: A discharge permit to discharge treated wastewater to land and to discharge contaminants (odour) to air;
- CRC235041: A discharge permit to discharge construction-phase stormwater to land.
The proposed wastewater treatment plant is to be located at 80 Old Coach Road, Akaroa.
Treated wastewater is proposed to be stored at 11 Sawmill Road, Robinsons Bay in ten covered storage tanks with a total capacity of 24,000 cubic metres, and in a wetland on land opposite 80 Old Coach Road with a capacity of 2,100 m3.
2,000 m3 of storage for untreated wastewater is proposed to be provided on land opposite 80 Old Coach Road in a covered wet weather flow storage tank.
Treated wastewater is proposed to be irrigated to land planted in indigenous vegetation via surface drip irrigation at 11 Sawmill Road, Robinson’s Bay, 6583 Christchurch Akaroa Road, Hammond Point, and via sub-surface drip irrigation to Jubilee Park, Akaroa.
The applicant has requested a consent term to 9 July 2054 for CRC235038 and CRC235040 and eight years for CRC235039 and CRC235041.
