Community Board meeting recommendation

The Community Board decided to recommend option 3 - operational changes to the Chief Executive on 20 April 2026.

Thank you to everyone who provided feedback and to those who spoke to the Community Board on 20 April 2026.

On 20 April 2026, Te Pātaka o Rākaihautū Banks Peninsula Community Board resolved to recommend to the Chief Executive that consent be granted under section 44(2) of the Reserves Act 1977 to allow annual sites to remain, subject to operational changes (Option 3), with amendments.

The key outcomes of the decision are outlined below.

General provisions (both campgrounds):

  • When an annual site is relinquished, all caravans, annexes, and associated structures must be fully removed from the reserve.
  • All new caravans occupying allocated sites must be road legal.
  • No new hard annexes or semi‑permanent structures will be permitted on allocated sites, with only removable canvas awnings allowed.
  • On‑selling of caravans or annexes on site is not permitted.
  • The minimum occupancy requirement for allocated site holders will be increased to 25 nights per annum.

Pigeon Bay Campground:

  • Existing annual sites will expire ten years from the date of the Chief Executive’s approval, excluding eight annual sites set aside for active members of the Pigeon Bay Boat Club.
  • The remaining nine sites, when relinquished, will be allocated on three‑year terms through a public ballot process.

Duvauchelle Holiday Park:

  • Existing annual sites will expire ten years from the date of the Chief Executive’s decision.
  • Upon relinquishment, all other annual sites will be allocated on three‑year terms through a public ballot process.
