What you told us
Reducing Cashmere Road (from Halswell Quarry Park to Saddle Vale Rise) to 40km/h
145 individuals did not support the proposal, 124 supported the proposal, 14 did not know and seven did not answer.
Reducing Sutherlands Road to 40km/h
160 individuals did not support the proposal, 109 supported the proposal, 14 did not know and seven did not answer.
Reducing Cashmere Road (from Sutherlands Road to Happy Home Road) to 50km/h
158 individuals supported the proposal, 124 did not support the proposal and eight did not know.
Reducing Hoon Hay Valley Road to 50km/h
160 individuals supported the proposal, 107 did not support the proposal and 23 did not know.
Common topics raised during consultation were:
- Reducing the speed would improve road safety
- The current speed limits are low enough
- There will be no impact on road safety
Many submitters raised concerns about the lack of footpaths in the area. Here’s an update on what’s planned:
Footpath installation update
In September 2025, the Council approved the New Footpaths Programme. The following projects are planned in the local area:
Sutherlands Road (Muirhill Street to Glendore Drive)
- Construction is expected by mid-2028 to link the existing footpaths at Muirhill Street and south of Glendore Drive. The section between Muirhill Street and Spalling Road will include a footpath as part of the current residential development.
Cashmere Road (Halswell Quarry Park entrance to Sutherlands Road)
- Construction is expected after 2028 (subject to Council approval) to connect Sutherlands Road with Halswell Quarry Park.

Meeting details and decision-making process
A staff report recommending the changes to the speed limits on Cashmere, Sutherlands and Hoon Hay Valley Road will be presented to the Council.
