Thanks to everyone who submitted feedback on this project

27 submissions were made by three Community Boards, six recognised organisations, and 18 individuals.

All submissions were unique with no themes able to be drawn from them. Therefore, staff have provided responses to each submission. You can read the public submissions table here.

A number of initiatives proposed by submitters could be desirable. These include:

  • additional erosion and sediment control,
  • litter trapping at pipe outlets,
  • road sweeping and additional treatment of road runoff,
  • control of contaminants at source and advocacy by the Council to the government for contaminant control at source,
  • attention to microplastics, E. coli and nitrates.

These are potential future activities, as discussed in Section 10.7, and could be considered for adoption in future Long Term Plans, informed by cost/benefit analyses.

We’ve made a decision

The Council decided to approve the SMP on 19 June 2024.

The Council also approved a resolution to request staff investigate options for stormwater quality enhancements that achieve a higher level of environmental, social and cultural wellbeing than the approved SMP and report them to Council ahead of Long Term Plan 2027-2037 or to an Annual Plan prior to this if any viable options are identified.

What happens next?

The Ōtākaro-Avon Stormwater Management Plan (SMP) will be submitted to Canterbury Regional Council by the deadline of 30 June 2024 to meet consent requirements, and staff will provide information back to the Council to investigate options for stormwater quality enhancements that achieve a higher level of environmental, social and cultural wellbeing.
