The upcoming season is from 7 November 2023 through to 8 April 2024.

There are 79 ships expected to arrive in Lyttelton.

On cruise ship days, parking restrictions will be installed on Norwich Quay in Lyttelton and on Cashel St and Montreal St in the Central City to support the safe and efficient movement of the cruise shuttle services.

CCC is responsible for provision of the signage and shrouds for Norwich Quay, Cashel St and Montreal St and traffic management planning on city streets. They are also responsible for rubbish collection and maintenance of infrastructure such as public toilets.

Te Pātaka o Rākaihautū Banks Peninsula Community Board, alongside ChristchurchNZ, played a facilitation role in bringing the Lyttelton community together in early August to discuss cruise. While they have no direct role in cruise provision or logistics, they are very interested in understanding the impacts and benefits of cruise for the Lyttelton community and will maintain a role as conduit between community and ChristchurchNZ.

Waka Kotahi is responsible for issuance and monitoring of tour vehicle licensing.

Environment Canterbury is responsible for the public bus network.

Lyttelton Port Company is responsible for cruiseline relationships, port calls and logistics around arrival and departure times.

IDNZ, Akorn, PPG Events and General Travel are ground operators contracted by the cruiselines to provide shore excursions. They also operate the shuttle services from the cruise berth to City/Norwich Quay.

An early model of the transport plan explored transferring all passengers directly to Christchurch. Based on feedback from Lyttelton businesses and tourism providers who support the cruise industry through providing independent tours, a new model has been created based on a managed access approach which will allow some passengers and all crew to access Lyttelton. This balanced approach should mean that both Lyttelton and Christchurch can gain a share of the positive economic benefit from cruise. The operation will be closely monitored and assessed and refined as required. The basis of the operation is a scalable plan that is scaled up or down based on the size of the cruise ship. This provides a consistent operation benefiting local residents, cruise ship passengers and operators alike.

Up until recently MBIE measured the economic impacts from cruise however this service ceased during Covid and for that reason we have estimated that the 2022/23 season contributed $32m to the Christchurch economy. This estimation was determined based on economic spend and analysis during cruise ship days versus non cruise ship days. This figure is a reflection of the difference in EFTPOS/card transactions only and doesn't include any changes in cash related activity.

This figure does not measure the economic benefits to Christchurch based tour groups who have pre-booked tour bookings or the revenue and spend of ground operators. Neither does it record the revenue from stevedoring or provedoring services (provision of supplies to the ships from Christchurch).

An impact assessment analysis of the 23/24 season will be undertaken and will include resident satisfaction, visitor experience, environmental and full economic impact considering any economic dispersal created by cruise visitation. This will include consideration for proposed limits to the number and size of ships as well as numbers of passengers visiting at the same time and over a season.
