Thanks to everyone who submitted feedback on this project

We received a total of 24 submissions about the Draft Trade Waste Bylaw 2025. Of which ten were consent holders, two by other businesses, four Community Boards and seven individuals.

What you told us

Broadly, the proposed changes were supported by submitters with some suggesting changes in a few areas.

The main area submitters asked for further consideration on was the proposal to classify POPS and PFAS as prohibited characteristics of trade waste discharges, by listing these substances in Schedule 1B of the Bylaw. Based on feedback, staff recommend the Hearings Panel consider making changes to the bylaw provisions related to;

  • Inorganic mineral solids
  • POPS/ PFAS as prohibited characteristics
  • Dewatering - definition and explanatory note
  • Definition of 'trade waste' - explanatory note

Meeting details and decision making process

The Hearings Panel is comprised of the following elected members:

  • Dr Melanie Coker (Councillor for Spreydon)
  • Mark Peters (Councillor for Hornby)
  • Tyla Harrison-Hunt (Councillor for Riccarton)
  • Yani Johanson (Councillor for Linwood)
  • Tim Scandrett (Councillor for Cashmere)

  • They will read the staff report, consider all feedback and hear from those who wish to speak to them about their submission. The Hearings Panel will then make a recommendation to the full Council about whether or not to proceed with the staff recommendation.
