A Community Board Plan is a three-year plan that sets out the community board’s vision and priorities for the local community. It guides decisions on local activities, projects, and facilities, and helps the board understand what their communities would like them to advocate for.
This page sets out the draft vision and priorities for the Waipapa Papanui-Innes-Central Community Board for 2026-28. At the bottom of the page, there's an online form you can fill in to share your thoughts. Your elected members will read your feedback and make edits to the plan before it is formally adopted.

Our vision statements
- The community board is committed to supporting the Ōtautahi Christchurch Climate Resilience Strategy’s climate goals and the Ōtautahi Christchurch Urban Forest Plan.
- The community board will continue to uphold Te Tiriti o Waitangi including engaging with mana whenua and tangata whenua, and by holding Te Ao Māori values at the core of the board’s decision-making, enabling rangatahi and future generations to shape the places they will inherit.
- The community board will advocate for our culturally diverse communities to ensure, wherever possible, they are supported to share and protect their heritage and pursue their arts, cultural and sporting interests.
- The community board will advocate for, and support digital equity on behalf of their residents and community groups.
- The community board has an open and transparent decision-making process that residents can understand and engage in, supporting well-connected and thriving communities with strong social connections that enhance wellbeing, belonging and resilience.
- The community board will consider accessibility when making any decisions.
- The community board will advocate on behalf of residents, community groups and businesses for solutions to the ongoing community flooding issues experienced during rain events.
- The community board will advocate for the inclusion of community facilities, sporting facilities, parks, greenspace and amenities in areas of high intensification and areas earmarked for future intensification where all people - regardless of age, ability, culture, or circumstance - have equitable opportunities to participate and be heard.
