Street renewal and traffic calming works on Flockton Street have been timed to follow wastewater upgrades.

The project is part of the Downstream Effects Management Plan (DEMP), which aims to mitigate the impact of increased traffic from the Christchurch Northern Corridor on residential streets.

Several traffic calming options were considered for Flockton Street to slow vehicles and discourage through traffic. To balance effectiveness with the need to accommodate bus movements, raised safety platforms were identified as the most suitable option. Also proposed was road strengthening works and road pavement renewals, to address resident concerns about traffic-related vibrations.

In July 2024, after community feedback, the Waipapa Papanui-Innes-Central Community Board approved a revised design with the number of safety platforms reduced from seven to four.

General Manager of City Infrastructure Brent Smith says the work has been programmed with wastewater renewals also scheduled for Flockton Street and surrounding streets.

“We started wastewater renewals along Carrick and Squire streets in June 2025, and work now shifts to Harrison and Flockton streets, beginning with Flockton Street from today. Both the water and road renewal works will be completed in stages, with roading works following each stage of the pipe renewals,” he says.

“By coordinating both programmes, we’re speeding up delivery, saving costs, and minimising disruption by only digging once.”

All work is expected to be completed by May 2026. Flockton Street will be fully closed during construction, with detours clearly signposted and resident access maintained.
