Recent Community Board Decisions

The Board has been busy over the first half of this year in its governance role, reviewing the reports staff have presented on the following matters, and coming to decisions as summarised at a high level below (the detail being found in their meeting minutes, which are available on the Council's agendas and minutes website):
The Board's use of its Better Off Fund
- The Board approved distributions from its Better Off Fund, particularly to advance priorities relevant to its Board Plan, to:
- Ron Proctor Environmental Award Trust towards the Papanui Bush pathway;
- Council's Transport Unit towards a Northcote Road Corridor Safety Improvements Investigation;
- Council's Parks Unit towards additional planting for Rutland Reserve;
- St Albans Pavilion and Pool Inc. towards the compliance, planning and contract costs associated with the building of the Edgeware Pool;
- Shirley Intermediate School towards the Shirley Intermediate School and Community Pool Project costs;
- Free Theatre Inc. towards the Theatre Installation and refurbishment of space in the Pumphouse for the Free Theatre Inc.;
- Te Whare Roimata towards the
Linwood Village - Revitalisation of the Tiny Shops space;
- Richmond Residents and Business
Association towards Petrie Park -Remediation, planting, and revitalisation;
- Youth Hub Trust towards Planting to
enhance the environmental landscape and beautification of the new Youth Hub;
- Papanui Youth Development Trust for
the Youth Community Safety Project;
- Shirley Community Trust for
Community Response Plans;
- Phillipstown Community Centre Charitable Trust for Community Response Plans;
- Council's Parks Unit for Smart Bins for MacFarlane Park and Edmonds Factory Garden;
- Community Governance Team for Crime Prevention through Environmental Design reports for MacFarlane Park and Shirley Community Reserve;
- Te Ora Hou Ōtautahi for Community Response Plans;
- The Women’s Centre Inc. towards the Relocation and set up costs of new premises.
Downstream Effects
Management Plan (DEMP) - Francis Avenue and Flockton Street
- The Board approved the recommended solution for Francis Ave and Flockton Street in response to the increase in traffic following the opening of Christchurch Northern Corridor (CNC) to meet the Notice of Requirement condition to improve the operation of Cranford/Sherborne Streets or implement calming on affected streets, where traffic increases by more than 30% as a result of the opening of the CNC.
Plans for Flockton Street
- Install four safe speed platforms - including converting the temporary speed platform at the north end of Flockton Street to a permanent platform.
- Renew the road corridor pavement to reduce vibrations.
- Install stop signs at the Speight Street / Flockton Street intersection and Carrick Street / Flockton Street intersection.
- Continue monitoring traffic volume and speed in case additional calming is needed.
Plans for Francis Ave
- Do nothing - as a result of public feedback, no action is currently being taken.
- Continue
monitoring traffic volumes and consider further action if:
- The Board requests staff to investigate.
- There is a significant change in resident feedback, indicating a preference for traffic calming measures other than reopening Forfar Street.
- Average Daily Traffic reaches 1,832 vehicles per day (the level in November 2020 before the opening of the CNC).
Grants from the Discretionary Response Fund
- The Board approved a number of grants from its Discretionary Response Fund to community groups, including to:
- Avon Ōtākaro Network Inc. towards the Matariki in the Zone event to be held on 29 June 2024;
- Forfar Preschool and Nursery towards their Outdoor Play Project and Winter Heating;
- Shirley Toy Library Inc. towards the Shirley Toy Library;
- Edgeware
Croquet Club Inc. towards the Lawn Maintenance project;
- Nomads United
Association Football Club Inc. toward the purchase of balls and volunteer expenses;
- Papanui Boxing
Club Inc. towards equipment and uniforms;
- St James
Croquet Club towards its Operating Costs project;
- Redwood Ladies
Friendship Club towards Monthly Community Activities and Events;
- Redwood Scout Group towards Building insurance cover;
- The Village Community Centre – Papanui for Community Centre Drop In Programme equipment and costs;
- Neighbourhood Trust towards the Parenting Adventures 2024 Workshop;
- Edgeware Tennis Club Inc. towards the drainage repair and replace project;
- Morrison Avenue Bowling Club Inc. towards the Accessible Club Building project;
- St Albans Residents Association Inc. towards the St Albans Community Website;

Returned And Services Association Inc. towards the Upgrade of the RSA Website
and digital platform, and the Anzac Day Service and Street Parade 2024;
- St Joseph’s Indoor
Bowls Club towards the cost of hall hire;

Croquet Club towards the cost of the replacement of the fence.
Addressing congestion in Fenchurch Street and improving pedestrian visibility at the walkway on Paddington Street
- The Board approved the installation of parking restrictions at the following locations:
- Section of Fenchurch Street between Northcote Road and Lambeth Crescent, including the intersections of Paddington Street and Lambeth Crescent; and
- Paddington Street adjacent to Paddington Reserve
South-East Central Neighbourhood Plan
- The Board endorsed the Plan and recommended the Council adopt it as a guide to decision-making.
A Community Facility for Shirley Community Reserve
- The Board requested that staff initiate the process to design an ‘on budget community building’ on Shirley Community Reserve that will enable a mixed use of the Reserve and support recreation, play and social connections.
- The Board also requested that staff identify an appropriate community partner/operator to progress the development of the community facility at Shirley Community Reserve and report this back to the Board.
- The Board noted and supported the request from a submitter for an accessible playground and accessible change facility.
Lancaster Park changing rooms and community facility construction
- The Board approved the site selection and final concept design for the Lancaster Park changing rooms and community facility, and that staff proceed to detailed design and construction of the selected design of the buildings.
Shirley Intersection Improvements
- The Board approved the recommended safety improvements at the Shirley/Hills/Warrington intersection in response to ongoing safety concerns at this intersection particularly for people travelling across the community by all different modes.
- At a joint meeting with the other board sharing the Shirley/Marshland/New Brighton/North Parade Intersection as a boundary, the Boards approved the recommended safety improvements for the intersection.
Road Names
- The Board approved various new road names for new subdivisions in the Board area.
Tree Planting - contributing to the Urban Forest Plan
- The Board approved the planting of trees within Marble Wood Reserve and Cambridge Green as per the consulted plans.
Community Service Awards
- The Board confirmed the recipients of its 2024 Community Service Awards, which it is progressively presenting to the awardees at the places they volunteer and do their good works.
Grants from the Youth Development Fund
- The Board approved a number of grants from its Youth Development Fund to young people, including to:
- McKenzie BaileyMcDowell towards the costs of competing at the 2024 World Qualifying Championships from 23 Jul-27 August 2024 in Brazil as a member of the New Zealand U18 Women's Softball team;
- Kaipo Ngai-Tokowaru towards the costs of competing at the Australian Junior Volleyball Championship in Adelaide from 6-15 July as a member of the New Zealand U20 Junior Men's Volleyball Team.
- Alisa Wada towards her travel costs and expenses as part of the New Zealand Gymnastics team at the Pacific Rim Gymnastics Championships in Cali, Colombia, in April 2024.
City to Sea West Safety Improvements
- At a joint meeting with the other board whose area the City to Sea Pathway also traverses, the respective boards approved the recommended safety improvements associated with the Pathway, including:
- A signalised pedestrian/cycle crossing on Stanmore Road and an unsignalised pedestrian/cycle crossing on Swanns Road, in the Waipapa Papanui-Innes-Central Community Board area.
- An unsignalised pedestrian/cycle crossing on Gayhurst Road in the Waitai Coastal-Burwood-Linwood Community Board area.
- Minor line marking changes related to carpark entries at Flesher Avenue and Evelyn Couzins Avenue, both in the Waipapa Papanui-Innes-Central Community Board area.
Plans for McFaddens Road at its intersection with Cranford Street (northbound)
- The Board approved safety improvements at the McFaddens Road/Cranford Street intersection, being prompted through monitoring and local input to respond to safety issues raised through the independent post-construction safety audit process for the Christchurch Northern Corridor relating to the signalised pedestrian crossing on Cranford Street just north of McFaddens Road.
Requests for new alcohol ban areas
- These are ultimately decisions for the Council requiring that thresholds set by Parliament for new ban areas are met; the Board though supported local requests for new ban areas in Edgeware Village and around the northern section Stanmore Road, recommending that the Council request staff to further investigate whether these would meet the legislative requirements and be appropriate for these areas.
- The Board also approved staff to trial working with relevant external agencies to address the underlying social issues in these areas, including aggressive begging, recognising that this issue was central to the community concern.
Resident and school concerns regarding parking
- The Board approved a change to the current parking restrictions at the northeast intersection of Barbadoes Street and Chester Street East in response to concerns raised by a resident that the current restrictions outside their Chester Street East residence are outdated due to a property development.
- The Board approved parking restrictions at the Gambia Street / Grants Road / Rayburn Avenue intersection, ensuring that the intersection is unobstructed to allow for visibility and vehicle turning movements especially due to the high demand for parking in the area.
- The Board approved parking changes around Papanui Primary School in response to a request from the school to consider options to improve the safety and efficiency near the school patrol crossing and main school gate during the school pick up and drop off times.
- The Board approved the installation of parking restrictions on Innes Road to improve visibility for pedestrians using the crossing adjacent to Malvern Park to cross Innes Road in response to a concern from a member of the public about parked vehicles affecting pedestrian visibility when crossing from the south side of the road.
- The Board approved reinstatement of the resident permit only and angle parking spaces that were previously in place in Chester Street East but not reinstated when the road was resealed.
- The Board approved angle parking changes on Peterborough Street between Manchester Street and Madras Street in response to a request from the Parking Operations & Appeals Team following redevelopment on Peterborough Street.
Professional Development
- The Board approved the attendance of Sunita Gautam and Emma Norrish to the Community Boards’ Conference in Wellington from Thursday 22 to Friday 23 August 2024.
