Safety and water upgrades on Harewood Road get underway

11 November 2025

Safety and water upgrades on Harewood Road – including the installation of new traffic signals at the intersection of Harewood, Gardiners and Breens Road – are getting underway next week.

The roading work includes:

  • traffic signals at the intersection of Harewood Road, Gardiners Road and Breens Road
  • a new signalised pedestrian crossing at Harewood School
  • widening the path adjacent to 99 Stanleys Road
  • replacing the kerb on the western side of the Stanleys Road intersection
  • widening the pedestrian refuge island at the Wooldridge Road intersection
  • a new pedestrian crossing on Waimakariri Road.

“These improvements will make this busy stretch of Harewood Road safer for all road users,” says Planning and Delivery Manager Jacob Bradbury.

Stormwater and water supply pipes in the area are also being upgraded. This work includes:

  • installing approximately 500 metres of new and upsized stormwater pipes on Harewood Road and Gardiners Road
  • replacing the existing water supply pipes on Harewood Road near Harewood School, between Waimakariri Road and 720 Harewood Road
  • replacing the existing main and submain pipes on Harewood Road, near the intersection of Harewood Road/Gardiners Road/Breens Road
  • replacing the existing water supply pipes on Waimakariri Road between Harewood School and Whitchurch Place
  • replacing the existing water supply pipes on Whitchurch Place.

“Our transport and three waters teams have coordinated their work in the area to minimise disruption by taking a ‘one pass’ approach. This approach ensures that once we leave, we won’t need to carry out planned road works in these streets again for a number of years.”

A ‘super week’ is planned for seven days from the evening of Sunday 4 January to minimise the overall impact and timeframe of the works.

“During the super week our contractor Isaac Construction will be working 24-hours a day for seven days. The intersection of Harewood Road, Gardiners Road and Breens Road will be closed and detours will be in place,” says Mr Bradbury.

“We’re deliberately doing this in the quieter holiday period to minimise disruption to local residents and businesses, and Harewood School Te Kura o Tāwera. The super week will significantly reduce the overall timeframe for the project.”

Earlier this year as part of the Annual Plan process, the Council approved a new delivery plan for the Wheels to Wings Major Cycle Route. Under the plan, three sections will be delivered over 2025 to 2027:

  • a signalised crossing and associated works near Harewood School
  • signalisation of the Harewood Road, Gardiners Road and Breens Road intersection, and
  • cycle connections along Harewood Road from Matsons Avenue to the railway, providing a connection from the Nor’West Arc to the Northern Line.
