We received a total of 49 further submissions about revised proposal, from 48 individuals and one organisation.

We have combined this with feedback received in April/May 2025. Over both rounds, submissions on the revised proposal were made by two recognised organisations and 56 individuals.

What you told us

Overall, 50% of submitters supported the plans, 38% opposed the plans, and 12% could not be determined.

Most (73%) of those who opposed the proposal were local residents (16). Around half of those who supported the plans (15) were current or past members of CYC, or family of members.

Submitters supported the plan for the following reasons:

  • It will improve the appearance of the area (11)
  • It will improve safety for sailers and the public (11)
  • It will bring benefits for the community, not just the club (9). Comments included that it represents growth and will be an asset for the community.

Submitters opposed the plan for the following reasons:

  • It obstructs the views of the estuary from properties, devaluing homes (14)
  • The fencing:
    • Restricts public access (16)
    • Was already strongly opposed during a consultation in 2023 (7)
  • It will have adverse ecological/environmental impacts (11)
  • It will negatively impact the coastal pathway (7)
  • It does not fit in with the natural landscape of the area (8)
  • It is inconsistent with the Public Open Space Strategy and Estuary Management Plan (5)
  • It will benefit only a small number of people (5).

Submitters requested:

  • That CYC progress the ‘old rowing club’ platform (11), and the rebuild or remediation of the clubhouse building (6) before progressing further work.
  • That CYC use temporary fencing when it is needed, instead of permanent (6).

Meeting details and decision making process

A staff report recommending the approval of the revised plan, excluding the east side fencing will be presented to the Waihoro Spreydon-Cashmere-Heathcote Community Board. If the community board approve the plans, the Club will progress the building and resource consent processes.
