On 12 August, Council staff met with the Waitai Coastal Burwood Linwood Community Board to update them on the consultation results.

During the meeting, staff highlighted key themes from consultation, including the community's desire for an option that minimises parking loss, enhances the road and footpath, and improves safety for pedestrians and cyclists accessing the beach and Marine Parade.

Staff clarified that the consultation materials had inaccurately reported the number of parking spaces lost due to uncertainties around bus stop markings. Since cars cannot legally park within a certain distance of a bus stop, these spaces should not have been included in the original parking count. The revised numbers for lost parking spaces are as follows:

  • Option A – 2 car parks lost (originally quoted 18)
  • Option B – 101 car parks lost (originally quoted 115)

The Community Board requested the development of a high-level 'Option C' based on community feedback. Option C proposes an on road separated bi-directional cycleway from Hawke to Lonsdale Streets and a shared path from Lonsdale to Bowhill Road, located on the sand dunes side of Marine Parade and parking bays. Option C would be developed in addition to option A. This option would result in the loss of approximately 10 car parks due to changes in the parking bays, but all parking would be retained along Marine Parade.

This option was presented to the Board with the understanding that, if further investigated, it would delay the project timeline by at least three months and require another round of community consultation. After deliberation, the Board provided staff a steer to proceed with this alternative option and prepare for public consultation.

Next steps: Council staff are currently preparing the alternative option for public consultation, which will take place within the next few months. This timeline is dependent on the development of a more detailed option, the completion of various surveys, safety audit and cost analysis. Updates will be provided to all submitters and key stakeholders with more information as we approach the consultation phase.

Background

In 2021, we asked the New Brighton community where they wanted Christchurch Regeneration Acceleration Funding (CRAF) to be spent. The most common requests from submitters were for safety improvements and cycle facilities along Marine Parade to improve access and safety for cyclists and help pedestrians cross the road between the village and the beach, especially in the busy summer months. Based on all feedback, the Waitai Coastal Burwood Linwood Community Board decided to spend the funds renewing Marine Parade from Hawke Street to Bowhill Road.

The community board has specifically asked for the road to be resurfaced with asphalt. An assessment of Marine Parade showed severe instability in the road's foundation which would require the replacement of the ground beneath the road at a cost of approximately $600,000. Alternatively, the road could be resealed with chipseal which would be suitable to use with the existing road foundation.

Both chipseal and asphalt should last approximately 10 to 15 years before needing replacement.

An option has been developed for both asphalt and chipseal with a variety of safety features, outlined below.

Both options included:

Option A

Sections of asphalt, kerb and gutter replacement and a pedestrian crossing.

Estimated project cost: $4 million

This option provides a smooth and asphalt surface between Hawke Street and New Brighton Surf Club, while improving safety for pedestrians at the Hawke Street intersection.

What was proposed:
  • 185 metres of asphalt renewal from Hawke Street to 187 Marine Road
  • Replace deep-dish kerb and gutter with flat gutter between Lonsdale Street to 142 Marine Parade
  • Pedestrian refuge Island on Hawke Street at the intersection of Marine Parade
  • Pedestrian island at the entrance to the New Brighton Beach Car Park
  • Zebra crossing on Marine Parade near the intersection of Hawke Street
  • Yellow no-stopping lines near intersections and bus stops (loss of approximately 2 informal car parks)

Option B

Sections of chipseal, kerb and gutter replacement, safe speed platforms, a pedestrian crossing and painted cycle lanes.

Estimated project cost: $4.5 million

This option focuses on providing a safer environment for cyclists and pedestrians by slowing traffic down and providing dedicated cycle lanes and pedestrian refuge islands.

What was proposed:
  • 185 metres of chipseal renewal from Hawke Street to 187 Marine Road.
  • Replace deep dish kerb and gutter with flat gutter between Lonsdale Street to 142 Marine Parade
  • Painted cycle lanes on each side of the road
  • Seven safe speed platforms with pedestrian crossings
  • One speed hump
  • Pedestrian refuge island on Hawke Street at the intersection of Marine Parade
  • Pedestrian refuge island at the entrance to the New Brighton Beach Car Park
  • Improve the pedestrian island on Marine Parade near Bowhill Road
  • Zebra crossing on Marine Parade near the intersection of Hawke Street
  • Extension of existing 30km/h speed limit on Marine Parade from Hawke Street to outside 198 Marine Parade (50m)
  • Yellow no-stopping lines on the residential side of the road from Lonsdale Street to Bowhill Road (loss of approximately 101 informal car parks)

Parking surveys for the project were undertaken in August 2023 to understand winter weekday demands and in November 2023 for summer weekend demands.

Both winter and summer surveys ran from 7am to 7pm. The new developments along Marine Parade have been taken into account in the parking survey. The survey was undertaken on Marine Parade from Hawke Street to Bowhill Road and at least the first 50m Hawke Street, Lonsdale Road, Rawhiti Avenue, Bowhill Road. A more detailed breakdown of the parking surveys are as follows:

Hawke Street to Lonsdale Street
  • The August 2023 survey had a peak parking demand of 47 vehicles at 6:30pm and 7pm.
  • The November 2023 survey had a peak parking demand of 35 vehicles at 7:00am.
  • Option A retains approximately 60 car parks and Option B retains approximately 40 car parks.
  • During the periods where the parking demand exceeded the capacity of Option B during the August 2023 survey, there were at least 8 car parks available on Marine Parade between Lonsdale Street and Rawhiti Avenue as well as at least 9 car parks available in the first 50m of Lonsdale Street. This indicates there is car parking available nearby to accommodate the displaced car parking demand.
Lonsdale Street to Rawhiti Avenue
  • The August 2023 survey had a peak parking demand of 9 vehicles from 5:30pm.
  • The November 2023 survey had a peak parking 17 vehicles at 3pm.
  • Option A retains approximately 68 car parks and Option B retains approximately 17 car parks. This indicates that car parking demand can be accommodated within this section of Marine Parade.
Rawhiti Avenue to Bowhill Road
  • The August 2023 survey had a peak parking demand of 17 vehicles from 7:30am-9:30am.
  • The November 2023 survey had a peak parking demand of 35 vehicles from 8am-9am.
  • Option A retains approximately 68 car parks and Option B retains approximately 38 car parks. This indicates that car parking demand can be accommodated within this section of Marine Parade.
  • The peak car park demand during the August 2023 survey along the corridor was 67 car parks observed at 6:30pm and the peak car park demand during the November 2023 was 85 observed at 7am. Option A retains approximately 192 car park while Option B retains approximately 95 car parks along the length of the corridor.
