The North Beach Surf Lifesaving Club has applied to the Council to rebuild their club buildings at 80 Marine Parade, North New Brighton. A new lease is also needed to allow the Club to continue its occupancy on this Council owned site.

Proposed building work

The Club would like to rebuild their main building over its existing footprint. They’d also like to extend the detached garage into the sand dunes so that it can incorporate the patrol station (currently located in the main building). To compensate for the loss of dunes, they will create a new dune further to the south in front of the club, which will also provide increased protection from erosion and inundation for the club.

Design

The design of the new building is intended to be in keeping with the surrounding natural landscape. For example, through plantings of the proposed dune and raised landscape areas and the building materials used.

Carparking and coffee cart

There are minor changes proposed to the carpark. The plan removes up to six car parks and proposes a new location for a coffee cart adjacent to the carpark and outside the southern side of the building. View in the map below to see the proposed cart location and parking.

Public toilets

The public toilets and changing rooms which are currently on the south of the club building will undergo an upgrade at the cost of the Council. All other building work will be covered by the Club.

Resource consent

The Club is undergoing two separate resource consent applications under the Resource Management Act 1991 (RMA); one with the Council for the building works and another with Environment Canterbury for the alterations to the sand dunes. The resource consents process has a range of considerations including impacts on neighbouring landowners, environmental impacts and Treaty of Waitangi principles. These resource consent processes are distinctly separate from the Community Board’s approval of the new lease and building works but will inform the final decision.

A coastal hazard assessment has been conducted for the proposed redevelopment. An adaptive management plan has been incorporated into the redevelopment consent and will guide hazard mitigation through the redevelopment design. The proposal is to proactively address flood hazards in both the short and long term, including dune enhancement.
