We received a total of 93 submissions about the North Beach car park, from 88 individuals and the following organisations/businesses:
- North Beach Residents' Association
- North Beach Coffee Shed
- North Beach Community Preschool
- Nomadic Barbers
- Spokes Canterbury
What you told us
Submitters were asked whether they supported P180 restrictions for the North Beach car park. Here, 45 submitters (48%) said yes, 35 (38%) said no, and 13 (14%) said not sure.
Key things submitters liked about the P180 restrictions were:
- They would prevent freedom camping and residential parking in the car park
- They would make it easier for people to visit North Beach
Key things submitters didn't like about the P180 restrictions were:
- They wouldn't allow enough time to visit the area, especially if attending an event or on surf lifeguard patrol
- They would restrict community members' use of the area
Submitters were also asked whether they supported P10 restrictions along the road next to the car park. Here, 38 submitters (41%) said yes, 38 (41%) said no, and 17 (18%) said not sure.
Key things submitters liked about the P10 restrictions were:
- They would make it easier to do drop-offs/pick-ups, including getting a coffee
- It is safer to not have long-term parking on the road alongside the car park
Key things submitters didn't like about the P10 restrictions were:
- They are not long enough to be useful
- It is dangerous to have cars parked on the road alongside the car park, especially if there is frequent traffic movement

Staff recommendation
We are recommending that the Waitai Coastal-Burwood-Linwood Community Board:
- Implement P180 parking restrictions between the hours of 7am and 7pm to North Beach car park
- Implement P10 parking restrictions along the road next to the car park
The reasons for this recommendation include that it:
- Addresses the request to provide restricted parking
- Encourages parking turnover at North Beach car park
- Allows for flexibility with parking in the morning and evenings
- Still allows provisions for freedom campers over the week and weekends over the winter months, consistent with the Freedom Camping Bylaw
- Gives Council the ability to use enforcement and infringements in appropriate circumstances

The Waitai Coastal-Burwood-Linwood Community Board will make a decision after they have read the staff report, considered all feedback and heard from those who have requested to speak to their submission.
