A Community Board Plan is a three-year plan that sets out the community board’s vision and priorities for the local community. It guides decisions on local activities, projects, and facilities, and helps the board understand what their communities would like them to advocate for.
This page sets out the draft vision and priorities for the Waipuna Halswell-Hornby-Riccarton Community Board for 2026-28. At the bottom of the page, there's an online form you can fill in to share your thoughts. Your elected members will read your feedback and make edits to the plan before it is formally adopted.

The Waipuna Halswell-Hornby-Riccarton Community Board values:
- A community where the views, interests, needs and aspirations of all residents are at the heart of the board's decision-making.
- A decision-making process that is open and transparent enabling residents to understand and engage in the process.
- A safe, accessible and sustainable transport network providing efficient mobility within and beyond our area.
- Prioritising the safety and well-being of all community members, with a strong sense of community connections.
- Developing a connected board area that promotes healthier lifestyles utilising high-quality public spaces and inclusive access to parks and green spaces for all.
- Supporting the physical, social, and emotional wellbeing of all residents by fostering a range of activities that bring people together.
- Working collaboratively with stakeholders and local organisations to create an inclusive and safe community
- A strong local identity that embraces multiculturalism, fostering a vibrant and inclusive environment.
In addition to our priority projects identified in this plan, the board will continue to advocate strongly through submissions to the Council’s Annual Plan and Long Term Plan for increased budgets for road, footpath and park maintenance.
Our Community Board area is experiencing high residential growth. Riccarton and Hornby through government directed intensification and Halswell through planned subdivision. The Board previously committed to supporting residents in the board area with concerns that the Plan Change 14 Housing and Business Choice implications would have on the liveability in their neighbourhoods. Now that this has come into effect, the board remains committed to supporting residents with these changes. The board will continue to advocate for clear and accessible information and community centred future planning, so residents feel informed and supported as our area develops. Together we will help ensure that increased density is matched with infrastructure, services and a sense of place that make Halswell, Hornby, Riccarton a great community to live, work and connect in..
