We're taking a cross-organisational approach to planning for Hornby.

We're in the early stages of planning, but we wanted to update the community on the process and collect additional thoughts on the challenges and opportunities for Hornby. There'll be further opportunities to provide feedback on the plans, including face-to-face. We're working on three plans:

Christchurch City Council's Hornby Local Area Plan

We’re developing local area plans for areas of strategic importance, including Hornby, Riccarton and Papanui - the City’s largest commercial centres (outside the Central City). They’re all identified for housing growth and future infrastructure investment, including Mass Rapid Transport.

Hornby’s local area plan will become a guiding document for planning and coordinating changes in the urban environment – infrastructure, transport, community and amenity.

The process, outcomes and recommendations of the local area plan will help your elected members to make important decisions such as what streets to upgrade, where to provide new green space and what it should look like, and where to focus infrastructure investment to support housing and business growth.

The local area plan will consider how the development of Hornby can support the Council’s overarching goals, such as for climate change, transport efficiency and the urban forest.

Hearing about current concerns is critical for area planning. This allows us to address these while looking forward to future opportunities, making sure that we’re prepared for tomorrow’s challenges.

We've identified the following priorities to explore through the local area planning process:

    Here, the community submits feedback on proposed plan and helps to inform the staff recommendation to the Community Board.

    Community Board Part A - Hornby Local Area Plan

    All submitters had the opportunity to speak to the Waipuna Halswell-Hornby-Riccarton Community Board who will consider all feedback and the staff recommendation when making a decision on the plans.

    The Council make a decision on the plan, taking into consideration the Community Board's recommendation.

NZTA Waka Kotahi Strategic Transport Plan

New Zealand Transport Agency Waka Kotahi (NZTA) wants to tackle the transport challenges affecting how people move through and around Hornby, with their Hornby Access and Development Project.

Hornby is a busy place where all kinds of journeys come together. Locals heading to work or school, people popping to the shops, freight trucks, trains, and drivers travelling between towns often share the same roads. When this many journeys compete for space, even small issues can quickly snowball into delays and frustration right across the transport network. Here are the challenges we’ve seeing so far but we want to sense check this with you. Do these challenges match what you experience day to day?

Environment Canterbury's Public Transport Network Review

Greater Christchurch, which includes Christchurch, Selwyn and Waimakariri is growing fast—and our public transport system is under pressure.

Environment Canterbury are currently developing a ten-year improvement programme for public transport services in Greater Christchurch (2027-37) with the objective of securing funding aligned
with the Public Transport Futures programme. As part of this, there will be a review of the public transport network. This will include public consultation expected to take place in May/June 2026, and we want to hear from people in Hornby about their public transport needs.


Current services

Hornby is currently serviced by Route 5 and Route 140 bus services from the Hornby Hub.

Route 5 Rolleston / New Brighton (via City) is a core Metro route providing a direct link via the Hornby Hub to key destinations such as Westfield Riccarton, Christchurch Hospital, and the bus interchange before heading to New Brighton. This route also provides a direct link to Templeton and Rolleston.

Heading into the city from our western towns, or from the seaside suburb of New Brighton via Eastgate, Route 5 runs at 10-15 minute intervals most of the day. As one of Metro’s most popular services, this route also features express services from Rolleston to the city and Ara Institute in the morning and back again in the evening.

Route 140 Russley to Mt Pleasant leaves from The Hub Hornby, providing additional cross‑city connectivity.

At its southern end, route 140 winds around the Mt Pleasant hillside, through Ferrymead and Eastgate to Moorhouse Ave. Travelling towards the west, the 140 connects Westfield Riccarton with Church Corner and on to The Hub Hornby.

The service operates roughly every 30 minutes and provides a direct western–eastern link without transferring at the Bus Interchange.
